BACKGROUNDER As discussed in an earlier article (Counter-IED Report, Spring-Summer 2021), the utilization of Improvised Explosive Devices (IEDs) and Vehicle Borne Improvised Explosive Devices (VBIEDS) by the Mexican cartels has gone through two historical phases with a more recent third phase beginning in August 2016.
