BACKGROUNDER As discussed in an earlier article (Counter-IED Report, Spring-Summer 2021), the utilization of Improvised Explosive Devices (IEDs) and Vehicle Borne Improvised Explosive Devices (VBIEDS) by the Mexican cartels has gone through two historical phases with a more recent third phase beginning in August 2016. That phase, taking place between theCártel de Jalisco Nueva Generación (CJNG) and the Cártel de Santa Rosa Lima (CSRL) in Guanajuato state and limited surrounding areas, has since fully ebbed with the implosion of the CSRL since the arrest of its leader José Antonio Yépez Ortiz (aka “El Marro”) in late 2020...
